You can communicate with your facial expression. Facial expressions include eyebrow movement. You have to only notice things. If you observe some one are raises their eyebrows with fully open their eyes widely it mean he/she is surprised. If someone is looking at you and raising only one eyebrow it mean he have doubts on you or he is looking you as an interrogator.
