They realized that their campaign doesn’t have those effective outcomes. So they decided to show the world a glimpse of child labor on work. When Lewis Hine saw Sadie pfeifer, the youngest child on work, he knew that finally he got the perfect shot. That photo does change the views of people. This photographs become a crucial part of the campaign that later on led to the changes in the legislation.
